29.1 Platform Governance and Content Moderation
Telegram's content moderation model maintains a clear boundary between private communications and public spaces: - Private Communications (1-on-1 and Private Groups): Considered private personal correspondence, which Telegram does not proactively monitor or inspect. - Public Broadcasts (Public Channels, Groups, and Bots): Subject to Telegram's Terms of Service, which prohibit calls to violence, illegal goods/narcotics, child sexual abuse material (CSAM), copyright infringement, and unauthorized scam activities.
29.2 Automated Detection Systems and AI in Moderation
Telegram uses automated systems, user reports and moderation processes to detect and address prohibited content in public areas of the platform. Telegram moderators and automated filters process public reports, proactively removing illicit material, malicious bots, and terrorist propaganda.
29.3 International Regulatory Scrutiny
As Telegram's global influence grew, regulatory bodies and law enforcement agencies across the European Union, Latin America, and Asia increased scrutiny on the platform, demanding faster response times to official legal requests and compliance with frameworks such as the EU Digital Services Act (DSA).
